Dean Mulqueeny is an accomplished business executive and transformation leader with more than four decades of experience across the chemicals, water, mining, manufacturing, energy and environmental sectors. He has held senior leadership positions as Managing Director, Group CEO, Group Executive and Chairman, with a strong track record in operational excellence, business transformation and sustainable growth.
Dean combines commercial leadership with a strong technical foundation in analytical chemistry, process engineering, water treatment and industrial operations. Throughout his career, he has worked closely with boards, executive teams, government stakeholders and industry partners to strengthen governance, improve operational performance and build highperforming teams.
Dean previously served as Group CEO of Chlor-Alkali Holdings, giving him direct leadership experience within the Chlor-Alkali industry. He restructured the executive team, aligned business and shareholder objectives and led strategic growth initiatives, including the acquisition of Cerebos Salt Company. He also guided NCP ChlorChem through a successful turnaround, improving overall financial performance by more than 20 percent over two years while strengthening operational excellence, stakeholder relationships and people development.
Dean also held senior leadership roles at AECI, including Group Executive and Managing Director and Chairman of AECI Water, overseeing businesses and operations across subSaharan Africa. His responsibilities spanned innovation, sustainability, safety, health, environment and quality, strategic relationships and industrial operations. His leadership contributed to business growth, operational improvement and the development of innovative and sustainable industrial solutions.
As Chief Executive Officer of Msufini Tanzania Limited, Dean brings extensive Chlor-Alkali, chemical manufacturing and industrial leadership experience at a pivotal stage in the Company’s development. His focus is to lead Msufini through the transition from construction and commissioning into a safe, reliable, efficient and commercially successful operation, while building a high-performing organisation and embedding strong standards of safety, governance, operational excellence and accountability.
Beyond commissioning and operational ramp-up, Dean will focus on positioning Msufini as a competitive and dependable producer of Chlor-Alkali products for Tanzania and the wider East African market. His experience in operational transformation, sustainability, innovation and stakeholder engagement will support Msufini’s ambition to strengthen local industrial capacity,
reduce dependence on imported Chlor-Alkali products and create sustainable long-term value for its stakeholders.
With his combination of direct Chlor-Alkali experience, technical expertise and proven executive leadership, Dean brings the experience and capability required to establish a strong operational foundation for Msufini and lead the Company into its next phase of growth.
